Moscow: Presentation of the Pact of Towns and Regions to Stop Sexual Violence against Children

The Pact of Towns and Regions to Stop Sexual Violence against Children, devised by the Congress, was presented at the 10th meeting of the Parliamentary Assembly’s Network of Contact Parliamentarians to stop sexual violence against children, in Moscow, Russia, on 20 November 2012. This text is part of the Congress contribution to the Council of Europe’s ONE in FIVE Campaign aimed at promoting the Lanzarote convention and at encouraging concrete actions in the field. In this context, the Pact provides a list of practical initiatives and policies to be implemented at local and regional levels in order to develop child-friendly services, protect children and help prevent sexual violence within the community. It proposes to local and regional authorities a four-pronged approach : Prevention, Protection, Prosecution and Participation - the four “Ps” to prevent abuse, protect victims, prosecute perpetrators while ensuring full participation for children.
